Absolutely, that's Paypal's fault.
Almost two years ago Paypal fixed this. Sounds like time to bug them
again...
Could you let them know? I've never got a useful response when I have
contacted them unfortunately.
I'll put it on my (long) list. I have no special inside track. Try their
developer forums. They pay some attention there.
