Hmm.. must be the mailer. They load up fine in an xml viewer. 

I can't attach to these emails. If anyone is interested, I can send it
to them directly. 

I will look into the HTML_COMPONENTS/xsl:stylesheet thing.

pipleine used by the xslt engine.....

Do all the files referenced in the external entities always exist at the
relative uri from the base uri that cocoon is using for the
stylesheet...

that's a validity error (but presumaly you are using a non validating
parser) should be

<!DOCTYPE xsl:stylesheet[
