I also tried with "break-after"/"break-before", but they break pages after
each row (i.e each row is in a single page)

im not really sure about it but you should check the "Keeps and Breaks
Properties" especially "break-after" and "break-before".
By the way, there is also a special Mailinglist for FOP user available
under http://xml.apache.org/fop/resources.html
So if you cant find help here, try it this one.
