max() value of cells in a table

I want to space out some html tables.
Unfortunately the input xml hasn't balanced the tables
by having an equal number of cells in each row.

What I want is to count the max number of cells in any row in this table.

<table
  <row
   <cell
   <cell

etc.

Using xslt 2.0, failing miserably to 
get 

template match="cell"
  <xsl:variable name="mccnt" select="max(../../row/*)"/>

then I can use this to equally divide the cells out with width="concat((80
div $mccnt),'%')"

How to get the variable to hold the sequence of counts of children of row,
then use the max() function.
Any help appreciated.
