Hello Klaas,
thanks for the hint. Implemented it in the suggested way using table-header
and kicked region-before completely. We had already a table (it's a
spreadsheet), but of course it's no problem to extend the header by more
table-rows.
Furthermore the order of region-before and region-body does no longer matter :-)

Place the text that should appear on every page in a table-header or
table-footer. The rest of the content goes in the table-body.
