content could, indeed, be a table. The construct is <retrieve-marker>,
with the <table> inside of the <marker>. According to 6.11.3 "An fo:marker

any fo:retrieve-marker that retrieves the fo:marker's children."
If it matters, I have a data-driven fo:table in the body.
I have experimented with two tables in the xsl-region-body to get the same
effect, but I need the top table to persist across pages (it's a page
header).
Can it be a table header instead? Table headers are repeated at the top of
the table body on every page in which a portion of the table body appears.
