I do not understand why there is no '//' prefix.
keys use a match pattern, like xsl:template.
Starting a match with // is never needed.
<xsl:template match="abc"
matches all abc elements that are children of something
<xsl:template match="//abc"
matches all abc elements that are descendents of the root.
These two sets of abc elements are the same,
