Anything in-between quotes isn't a quote and anything between apostrophes
isn't an appostrophe.
I think it can be translated as the following:
"\"" (~["\""])* "\""
| "'" (~["'"] )* "'"
Perhaps, but what notation are you using?
but what [^"]* exactly mean?
In regular expressions, a set of characters is denoted using square
brackets and the inverse set of characters is denoted by starting the set
with a caret. The expression as used follows the documented conventions of
regular expressions.
