I suppose the spec doesn't allow *arbitrary* elements as children of
xsl:stylesheet, but:
In addition, the xsl:stylesheet element may contain any element not from
the XSLT namespace, provided that the expanded-name of the element has a
non-null namespace URI. [XSLT 2.2]
So declare a namespace for your lookup table and you're fine leaving it at
the top level.
