Take a look at a tool called "Scriptura" from InventiveDesigners. It will
generate XSL code for you.

I am not sure what do you mean with "generate the XSL-FO itself", but
you could take a look to Stylus Studio (www.stylusstudio.com).
Stylus has tag auto-complete for XSL-FO and ships Apache FOP so you can
directly preview the transformation result as PDF, you can also
configure your own FO processor.
The tool strenghts are XSLT debugging/profiling/back-mapping supported
for Saxon, XalanJ and Microsoft .NET.
You can find out more on the website.

Subject: [xsl] looking for xsl editor
Hi,
I am looking for XSL Editor which can generate the
XSL-FO itself(Except XML-SPY).
Any suggestions will be appreciated.
