Not with XSL-FO 1.0, but one can do so with the current (not finalized)
XSL-FO 1.1 announced today:

If you need to do this *inside* the table head, you are out of luck today
since there are no 1.1 implementations yet, but if you can live with the
"(continued)" in the page header instead of the table header, then you can
use markers in XSL-FO 1.0.
