xsl-region-body and border that doesn't change in size

Hi,

I want a border(like a frame) around my xsl-region-body on every page of my 
document.
Tried it with:
...
<fo:flow flow-name="xsl-region-body">
<fo:block font-family="Times Roman" border="1pt" border-style="solid">
...

OK. I get a border, but it changes in size since i have a couple of <.. 
keep-with-next="always">-tags in my xsl.
What I want is a fixed (frame)-border that wraps my region-body (where do I 
set these values?) and doesn't change in size, no matter what comes.
