a predicate in [  ] always has to filter some node set, you can't have
it at the start of another predicate (I'm not sure what you would want
it to mean in thatcase) so [[ is never legal in xpath.

Date

that is the string value of the element Date, not the string "Date"

you probably want

<xsl:template match="*[not(contains(name(), 'Date'))]/*/option">
