Yes, that should work.
Try using an XSL processor that will let you see the generated output. This way
you can make sure that your HTML is being generated as you expect.
If you still can't find the problem post a small input XML and XSL document
that reproduces the problem.

If I do a client side XML transformation by referencing an XSL, and that XSL
creates an HTML file which references a CSS, shouldn't the resulting HTML be
formatted with the CSS style? It's not working for me.
