Thanks for the replies. Much appreciated. I have decided to fix the page
borders by reference to width and height. Although not my perfect solution
it does work with caveats.
Meantime, I'll post a message on FOP group.

Sorry ... I'm not a user of FOP so I do not know of a work-around. I
cannot think of other XSL-FO constructs to mimic what you need done.
There are FOP proponents on the list who might know better about the
implementation.
