children of xsl:stylesheet have to be in a namespace: you can not have
no-namespace elements there.
However grandchildren of xsl:stylseet can be in no-namespace so if you
want to embed LETTER in no namespace, do:
<xsl:stylesheet....>
<x:wrapper xmlns:x="data:,x" xmlns="">
<LETTER>
...
Then of course you would need to change
<xsl:template match="xsl:stylesheet">
<xsl:apply-templates select="icon:LETTER"/>
to
<xsl:template match="xsl:stylesheet">
<xsl:apply-templates select="*/LETTER"/>
and remove other instances of icon:
