Not that i know of, the heights etc... are explicit and not at least.

block-progression-dimension.minimum,

if it is about XSL FO.

Is it possible to specify a row height of say "at least" 1cm.  I know
it's
possible to specify row-height="1cm", but it is possible to specify
that

must be at least 1 cm but llow it to grow beyond this height if
required.
