Sure, just write an XSLT stylesheet that generates an XSLT stylesheet based on 
your template. You'll need to use xsl:namespace-alias 
<http://www.w3.org/TR/xslt.html#element-namespace-alias> to be able to generate 
elements in the XSLT namespace.
