Should I be looking at xsl:call-template to centralize, for example,
this section of the template?

You could do, although probably I'd get rid of your xsl:choose and just
have

 <p><xsl:apply-templates select="@Extinct"/> species name is <xsl:value-of 
select="Common_Name"/></p>
           (<i>
                <xsl:value-of select="Genus_Name"/>
            <xsl:text> </xsl:text> 
            <xsl:value-of select="Species_Name"/>
                </i>)



...

<xsl:template match="@Extinct[.='Yes']">Extinct</xsl:template>
<xsl:template match="@Extinct[.='No']">Living</xsl:template>
