I don't know if this could cause an error, but shouldn't
encoding="ISO_8859-1" be "ISO-8859-1"?
I tried it out in IE6 and Mozilla Firefox, they seem to ignore this;
Saxon says:
"Failed to load ISO_8859-1" (but it does generate an output file).
