This list is for XSL, but your stylesheet is written in the obsolete
microsoft-only dialect from IE5 and MSXML2 (and not supported in current
microsoft products)

XSLT doesn't for example have an xsl:eval element, and all the xsl elements
should be in a different namespace
xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
not
http://www.w3.org/TR/WD-xsl";
