concat takes any number of arguments but each must be a single string.
<xsl:variable name="bibkey" select="//db:biblioref/@linkend" />
selects any number of nodes, but if it selects more than 1 and you do
concat('bib-data/', $bibkey, '.mods')
then as the error message you quoted says:
A sequence of more than one item is not allowed as the second
argument of concat()
