  It is short for desecndant-or-self::

  So //value means

No.

If it was desecndant-or-self:: then 
//foo[1]
would select only the first foo in the document

it is

/descendant-or-self::node()/

so that

//foo[1]

selects every foo that is the first child of its parent.
