<xsl:copy-of select="contents/property/index[. = '003000001']"/>

that selects the index element with the property that it's equal to
'003000001' you want to select the property with the property that its
index child is equal to to '003000001' so just move th e[ up a level


<xsl:copy-of select="contents/property[index = '003000001']"/>
