Well, if the editor of the current XSLT draft and co-editor of the
Current XPath draft doesn't know, then who will??
Presumably, those who were involved in creating the 1.0 specification...
(But actually, even when you've participated in all the relevant meetings,
it can be very hard to work out why the WG made a particular decision. Often
"it just happened that way")
