You might want to try Saxon.net if you are doing VB.net development (or C#
for that matter)

The elusive 'ideal way' is really up to you and other constraints (budget,
platform, etc)
Saxon.Net is a good 'free' XSLT 2 parser for the Microsoft Dot net platform.
