This does not work as there may be other nodes between a
and we were supposed to know that?:-)
in that case change the answer to "can I use position()" to "no"
use instead something like
   <xsl:attribute name="pos">
     <xsl:value-of select="count(preceding-sibling::fragment)+1"/>
   </xsl:attribute>
