I think that the spec does'nt recommend any particular
output format. PDF is the most popular. TEXT is
normally ascii text. 

A popular FO engine FOP supports these output formats
"PDF, PCL, PS, SVG, XML, Print, AWT, MIF and TXT".

FO is PDF documents in raw form. 

I don't agree!

XSL-FO is "an XML vocabulary for specifying
formatting
semantics." (quoted from spec). i.e. using XSL-FO we
can specify formatting of documents.. You may
imagine
it as an enhanced form of CSS. CSS is targeted to
web
presentation.. But XSL-FO can be rendered(after
conversion or if the medium natively supports it) to
other mediums also (like PDF, text etc).
