In general, yes, unless you have something more particular in mind than simply "controlling the order of the output".

 Or can I make the transfrom output of a
for-each section output in a specific order, note that
xsl:sort in asceding or such does not fix my issues.

While for-each will traverse in document order unless a sort is present, there are ways around this: the fix will depend on exactly what you need to do. Can you provide us with anything more concrete?
