Hello Chris,
        If you mean 'cope with images' as 'displaying images inline'
or 'including them in SVG output', then yes, SVG uses the tag <image>
in much the same way as HTML uses the <img> tag. Of course, in SVG
the <image> is an XLink but, eh, picky picky ;)

        If you mean 'can svg do transformations or edit raster images'
then thats a pretty resounding no.

Hello Chris,
   Well, you could always use XSLT to transform XML into
SVG and then use Batik[1] to convert the SVG over to Tiff. I would
think that this is probably your 'best bet', but, who knows,
there may be some other program out there I have overlooked :)
