How xsl:message serialises things is implementation dependednt but
mostly systems serialise as for xml so there is no need to do this:
I would suggest, wrap the contents of xsl:message in a <xsl:text
disable-output-escaping="yes">.
Just put <foo/> elements in the message not <foo/> then it's an
element node not text so there won't be any escaping to disable and it
will all just work.
