Frank,
Here's a hint: it's a grouping problem. You are grouping speeches by their
speakers. The ToC lists the groups, while the page numbers refer to the
members of each group.
And it can be done, definitely.
Take a look at www.jenitennison.com/xslt/grouping for general help on
grouping, and ask again if you need another hint.

It does not seem that XSLT respectively FO can handle this problem...
