<xsl:if test="$id=<xsl:value-of select="id" />

XSLT has to be well formed XML You can't have a < in an XML attribute
value so this will have been rejected by the XML parser before XSLT
starts.

The answer is simpler than you think

<xsl:if test="$id=id">
...
</xsl:if>
