Is this a valid doctype declaration for an XSLT processor to generate?

Yes, although why it would make an empty local subset I can't imagine,
seeing as XSLT has no mechanisms to put any declarations inside the
local subset bewteen the [ and ].

but a number of our vendors have trouble parsing this. 

They should not have trouble.
