something like this will return the value;

<?xml version="1.0" encoding="UTF-8"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
   version="1.0">


   <xsl:template match="/">

       <xsl:variable name="xmlpi"
           select="/processing-instruction('xml-stylesheet')" />
      
      
       <xsl:value-of

           '&quot;')" />
      
      
   </xsl:template>

</xsl:stylesheet>
 


and of course if u want to access the XML declaration, you cant.
