http://www.w3.org/TR/2001/WD-xslt11-20010824/ you will see the 1.1 branch
no longer exists and never came to fruition.

xsl:document is not an XSLT 1.0 instruction.
As to information on browser support for XSLT 1.0 (there isn't XSLT 2.0
browser support yet, as there isn't XSLT 2.0) see my post from a few
