Stephen,
This is only tanmgentially related to XSL--as has been suggested recently on
other threads, create by hand HTML code that does what you want, and then
try to get XSL to emit it. Looks like this problem is stuck at the first
stage.
And that stage is, of course, deals with an HTML question, probably better
posed elsewhere. But, as leads to follow, look into CSS [absolute]
positioning (for thead), and CSS scroll used on a div. Again, however,
these are HTML issues.
