does saxon do xml 1.1 these days?
There are a few places where it uses xml 1.1 rules, but in general the
answer is no. Some things might work even if they haven't been tested.
Namespace undeclaration is probably OK if the parser supports it, assuming
the parser interprets the SAX2 specification the same way as I do.
