If you do this 
<xsl:for-each select="//Entry">
you get all entries from all levels,

You want something like a stylesheet with (just) this template

<xsl:template match="Entry">
<xsl:copy>
<xsl:copy of select="@*"/>
<xsl:apply-templates select="Entry">
 <xsl:sort select="@importance" data-type="number" order="ascending"/>
</xsl:apply-templates>
</xsl:copy>
</xsl:template>
