How to insert DOCTYPE in XSLT file

Hi,
       How to insert the document type in xslt.
for Example:

    <!DOCTYPE repository SYSTEM "file:conf/templateUID.dtd">

where repository is root Element
System represents DTD file.

 Is it possible ? if possible how to do it.
