argument to element-available() is a string literal, which means the result
of the expression is known statically.

Is that necessarily the case,?
Couldn't the elements that are available in some hypothetical java
implementation of xslt depend on the classes to be found in the class
path at run time? So even if teh argument to element-available is known
statically, is its result?
