Or if you want a slightly less cryptic solution, use two sort keys:
<xsl:sort select="boolean(pb_number)" order="descending"/>
<xsl:sort select="pb_number" data-type="number"/>
(Note, this works in 1.0 because "false"<"true" compared as strings; it
works in 2.0 because false<true as booleans)
