RE: How to produce the "XML declaration line" in the middle of a document?

Actually another situation came up.

If I use xsl:output method="text" then my escaped characters <? Will be
translated correctly from 
&lt;?xml version="1.0" encoding="ISO-8859-1"?&gt;
to
<?xml version="1.0" encoding="ISO-8859-1"?>

However all the xml tags disappear and just the values appear in the
output.

Do I set the xsl:output method="xml" then the tags are there but the
escaped characters won't get translated correctly.

Is there a way out?

Assuming you have xsl:output method="text" then you don't need to do
anything special, you just place the string in the stylesheet as you
would any other string. As always you need to quote < and &

so for example

&lt;?xml version="1.0" encoding="UTF-8"?>
