I can envision a single-pass approach where the keys are hashed to a

xsl:key.

<xsl:key name="k" match="rawdata" use="key"/>

<xsl:template match="/">
  <xsl:for-each select="/information/selectedkeys/key">
   <xsl:for-each select="key('k',.)">
    Key <xsl:value-of select="key"/> matched <xsl:value-of select="value"/>
  </xsl:for-each>
 </xsl:for-each>
</xsl:template>
