You can only use attribute value template notation {} in attribute 
values. Use xsl:value-of in element content.

I changed it to:

<xsl:for-each select="procedure/section">
    <xsl:value-of select="{generate-id(.)}"/> </xsl:for-each>

but now XMLspy complains: "Invalid XPath expression"
