<xsl:element name="$numberinfo">
You've missed out the {}s that tell the XSLT processor to evaluate the
variable reference (so it's trying to use the string '$numberinfo' as
an element name). You need:
<xsl:element name="{$numberinfo}">
(I make this mistake all the time.)
