Re: following-sibling:: within a for-each

an axis like following-sibling _always_ refers to navigation in the
input document, not the currently selected node list.

Your requirement is a FAQ (and explictly given as an example in teh XSLT
1 specification)

test="position()!=last()"

will be true in all but the last iteration of the for-each.
