If I were faced with this problem, the first thing I'd do is convert the MIF
file to XML. I'd use perl, but you could use anything you're comfortable with.
Then I'd define the output I'd like to have (the SGML). Finally, I'd write a
stylesheet to go from XML to SGML.
Unfortunately, I don't think that is the kind of answer you wanted.
