   <xsl:variable name="state"
                 select="substring-before($tmp, ' ')"/>
   <xsl:variable name="zip"
                 select="substring-after($tmp, ' ')"/>

  You can instead change the separator string:

    <xsl:variable name="after"
                  select="substring-after($vAddress, ', ')"/>
