This would be correct operation for table formatting.
"correct"? It is *a* way of formatting a table cell, and the
*default* way of formatting a table cell ... I wouldn't go so far as
to say it is the *correct* way. The poster needs it the way he needs
it ... why would that be considered incorrect?
If the bottom
border is present when the table breaks across a page then it would be
incorrect. The purpose of the open border is to indicate to the user
that the row is not complete.
That is an interpretation, yes. But he has his own reasons, and the
designers of XSL-FO have provided the facilities for people to
request effects that they need.
I'm commenting because I wouldn't want readers of the archives to
construe from your comment that XSL-FO doesn't provide the facility
the poster was requesting, when in fact they do provide the facility
and it works in both Antenna House and XEP.
And it is not uncommon ... I've had students ask about doing this
when the see the default behaviour of the line widths being discarded
and not retained.
